Noah Starr enjoyed a successful career in California government, public service and politics prior to joining Singer Associates as an account director in 2022.

Starr brings to the firm years of experience coordinating, managing, and executing government affairs strategies, public relations programs, and public information efforts on behalf of campaigns, elected officials, and private sector entities. Starr has a proven ability to leverage public sector relationships in order to design innovative stakeholder engagement plans and communications strategies in politically-sensitive and policy-oriented environments.

Most recently, Starr worked as California State Treasurer Fiona Ma’s External Affairs Manager and interim Communications Director.  In these roles, Starr served as the spokesperson, primary media contact, and “community face” for the banker of the world’s fifth-largest economy.  Starr previously worked for Ms. Ma as her Deputy District Director at the California State Board of Equalization, designing stakeholder engagement and public information programs for taxpayers across a 23-county district.

Starr developed skillsets in community organizing and voter persuasion working on a 2016 State Senate campaign and a 2015 affordable housing bond measure in San Francisco.  Prior to these campaigns, Starr also managed the political and lobby compliance programs for a caseload of clients at the famed law firm of Nielsen Merksamer Parrinello Gross & Leoni.

He volunteered his time as the State Treasurer’s designee to the California Housing Finance Agency’s Board of Directors, as an appointed Democratic State Central Committee Delegate to the California Democratic Party, and as a 2011 Leo T. McCarthy Fellow in the California State Assembly.

Starr received a Bachelor of Arts in politics from the University of San Francisco, a Graduate Certificate in political psychology from the George Washington University, and a Master of Public Administration from the University of Southern California.
